George Taylor, Esq.
Senior Deputy Attorney General

Presentation:  Facing the Challenges of the Nevada Open Meeting Law

Prior to attending law school, Mr. Taylor worked in both the mining and oil and gas industry in exploration.  He managed exploration drilling programs in Wyoming and a seismic exploration program Alaska.  He worked for several years in Nevada in the mining industry in Lander and Elko counties. 

Following almost 15 years in minerals’ exploration, Mr. Taylor attended law school.  He is a graduate of the University of Idaho School of Law, receiving his J.D. in 1988.  He clerked for District Judge Michael Fondi in Carson City before beginning his career with the Attorney General's office. 

He is now Senior Deputy Attorney General, having served the Office of the Attorney General for more than 18 years.  Since March 2007, he has been the Open Meeting Law Deputy.  For most of his service with the Attorney General, he has represented Conservation and Natural Resource agencies. He has extensive experience in civil litigation, public land law, and employment law in both state and federal courts.  He is a member of the State Bar of Nevada.

Presentation: The Challenges of Nevada Ethics in Government

Rick Hsu was reared in Reno, Nevada, and graduated from McQueen High School (salutatorian 1986) and the University of Nevada, Reno (summa cum laude 1990). Mr. Hsu earned his law degree from the University of Michigan in 1994 and is admitted to the State Bars of Nevada and California.

Mr. Hsu was initially appointed by Governor Guinn to the Nevada Commission on Ethics in June 2000.  He served as Chairman of the Commission from November 2003 to June 2005 and will be concluding his second term on the Commission in June 2008.

Mr. Hsu is an attorney in the law firm of Maupin, Cox and Legoy—a firm that has a long history of representing school districts in Nevada. Mr. Hsu’s law practice includes a variety of civil litigation matters ranging from labor and employment issues to real property disputes. He considers his most rewarding professional experiences to date as representing public school districts in Nevada and serving on the Commission.


Dr. Steve Mulvenon

Breakout Session: School District Emergency Preparedness

Steve Mulvenon has served as the Communications Director since July of 1986. He oversees the District's internal and external communications efforts including media relations, district publications, the web site, Community Education, the Education Collaborative and outreach activities with the Hispanic community. He serves on the Board of Directors of Truckee Meadows Tomorrow and the Education Collaborative. He has also been a board member of the Girl Scouts of the Sierra Nevada, Ronald McDonald House, Secret Witness, the Friends of the College of Education and the Nevada PTA.  Dr. Mulvenon's education career began as a high school speech, debate, and English teacher in Kansas. He earned his doctorate in Educational Administration from Kansas State University.  


Marty Johnson

Breakout Session:  Capital Financing and Bond Elections in the Post-Abatement World

Mr. Johnson has almost 20 years of experience advising State and local governments, primarily in Nevada.  He has worked on projects in every county in Nevada and 16 of the 17 school districts.  While he works with a various types of local governments, he has significant experience in school district funding.  During his career he has worked on 30 bond elections and almost 100 bond issues totaling over $1 billion just for school districts.  He has also been active on legislation related to school district construction financing and assisted with bills increasing the capacity of the PSF Guaranty program and enhancing the Rollover Bond option during the last session.

 Mr. Johnson represents the Nevada Association of School Boards as a member of the Committee on Local Government Finance and serves on the subcommittees for ballot question templates and dealing with the impacts of Assembly Bill 489. He has testified and worked with various legislative committees on school district finance, property tax abatements, and lease purchase financing. He was recently part of a presentation at the Nevada Government Finance Officers Association on the impact of property tax abatements and their impact on local governments.

 He lives in Boulder City with his wife and three children.  He enjoys spending time with his family, going to the beach, and coaching his sons’ sports teams. Mr. Johnson received a Bachelor’s degree in Business Management with an emphasis in Finance from Brigham Young University. He has also successfully completed the requirements for a Series 52 (Municipal Securities Representative) securities license and for Certified Independent Public Finance Advisor.


Matt Ludwig
Principal, Sioux Center Middle School

Presentation:  The Lighthouse Project

Matt Ludwig is currently a principal at Sioux Center Middle School in Sioux Center, Iowa. His leadership responsibilities include leading professional development at the building level and directing curriculum, instruction, and assessment planning across the district. Matt was also site coordinator for the Lighthouse Project and worked directly with the project team to provide board training for the project sites; collect, organize, and share data about the projects impact; and provide technical assistance to the administrative team and local school board members. Mr. Ludwig has also been a classroom teacher, a mathematics curriculum chair, and a consultant with the Iowa Department of Education. Matt has a Bachelor of Arts Degree in Elementary Education from Wayne State College of Nebraska in Wayne, Nebraska, and a Master of Education Degree in Administration from Iowa State University in Ames, Iowa. During the 2005-2006 school year, Mr. Ludwig was selected as the Middle School Principal of the Year in Northwest Iowa and one of three finalists for the award at the state level.


Jo Ann Yee

California School Boards AssociationPresentation:  What Is the California School Boards Association Doing to Promote Improved Student Achievement?

Ms. Yee is the Senior Director for Strategy Development, Achievement, Diversity and Urban Affairs for the California School Boards Association (CSBA). She is responsible for the long-range planning to ensure that CSBA addresses issues related to student achievement, diversity and urban districts. As a trained facilitator, she is also involved in various organizational and professional development efforts at CSBA.

Whether working on educational issues, examining state and local politics, or addressing group dynamics, Ms. Yee brings extensive experience and also a uniquely urban perspective to CSBA. Prior to joining CSBA, Ms. Yee served for six years as the Executive Director and lobbyist for the Association of California Urban School Districts. She was a member of the Board of Education in the Sacramento City Unified School District for five years, serving as president from 1992-1993. Ms. Yee was a classroom teacher and trainer of teachers, and spent many years as a community activist and organizer on educational issues affecting neighborhood schools and the Asian Pacific Islander community.

Ms. Yee received her B.A. from the University of California, Irvine and M.A. in Education Administration and Policy from California State University, Sacramento


Karlene McCormick-Lee, Ed.D.

Breakout Session: Empowerment Schools in Clark County School District and Their Effectiveness

A K-12 educator for 24 years in Clark County School District, Nevada, fifth largest school district in the United States, Dr. Karlene Lee taught music, math, and computer science, as well as serving as a middle-level school administrator and a central office administrator.  As director of Technology Innovation and Development, Dr. Lee oversaw the exploration and infusion of emerging and current online technologies into instruction.   Additionally, she supervised the development and implementation of online policies, resources, information, and collaborative projects within the framework of the District's intranet, communication system, and Internet.  In her current position as Associate Superintendent of the Superintendent’s Schools and Research, Accountability, and Innovation Division, Dr. Lee directs and implements a proactive organization that includes 32 schools, Research and Accountability, Testing, Student Data Services, Internet/Intranet Services, Instructional Data Management Systems, and the Clark County Public Education Foundation departments.

Dr. Lee has been a presenter for the National School Board Association, Florida Educational Technology, Council of Great City Schools, National Educational Computing Conference, ETS Pulliam Users Conference, and International Distance Education Conference.

Dr. Lee, born in Pittsburgh, Pennsylvania, received her bachelor’s degree in Music Education from Duquense University, her master’s degree in Music Education from University of Nevada at Las Vegas, and her doctorate in Administrative Leadership from University of Nevada at Las Vegas.


Jim Huge

Presentation: Developing District Goals and Measuring Outcomes: Overcoming the Challenges of Superintendent Evaluation

For the past 25 years, Mr. Huge has served as a consultant to schools, educational institutions, large corporations, small businesses, and professional and trade associations in all fifty states, Canada, Europe, Asia, Africa, South America, and the Middle East.  During that time, Huge gained international recognition for his skill in the areas of conflict management, communication, interpersonal relations, organizational development, client/customer relations and service.

Mr. Huge’s most recent consulting activities have included serving as a project coach working with school districts to improve student achievement through the Bill & Melinda Gates Foundation.  He has performed executive coaching for large corporations such as Disney and GAP.  In addition, Jim works with under-performing high poverty schools, most recently in Reno and Las Vegas, Nevada, Kennewick and Seattle, Washington, and Hartford, Connecticut.

He has developed a national reputation for his work in leadership effectiveness, school superintendent, and other chief executive searches, and is a regular speaker for professional associations in many fields.  Jim has presented for or consulted with education associations including AASA, NASSP, NAESP, NSBA and ASCD.  He has written articles for various professional publications and co-authored School Climate Improvement: a Challenge for the School Administrator, published by Phi Delta Kappa.

Mr. Huge has taught at elementary through high school in public schools.  He served as Principal at middle schools and high schools, and as a Superintendent in two districts.  Jim holds a Bachelor of Science degree in Chemistry and Mathematics, and a Master of Arts degree in Educational Leadership from the University of Nebraska


Dr. Paul LaMarca

Breakout Session: The Nevada Growth Model for Measuring Student Achievement

Dr. Paul M. LaMarca has just recently taken on a new role with the Washoe County School District as Assistant Superintendent for Public Policy, Accountability and Assessment.  Dr. LaMarca was formerly the Assistant Deputy Superintendent for the Nevada Department of Education.  He is also a faculty member at the University of Nevada, Reno and teaches in the Social Psychology Graduate Program.  By training, Dr. LaMarca is a Social Psychologist.  His areas of expertise include educational measurement, research methodology, child development, and race relations.


John D. Soderman
Former Superintendent, Douglas County School District
Breakout Session: What works? What doesn’t? Pay for Performance Incentives for Educational Staff

After graduating from the University of Nevada Reno with a bachelor's degree in elementary education, Mr. Soderman started his teaching career in 1975 in Beowawe, Nevada.  In 1976, he moved to Douglas County where he taught elementary and middle school for eight years. 

During that time, Mr. Soderman completed his master’s degree in school administration also at the University of Nevada Reno.  After teaching students, he worked for three years as a teacher trainer and mentor with the Douglas County Professional Development Center

In 1987, John became the principal of CC Meneley Elementary School and served in that capacity for nine years, during which time he and school staff converted from a traditional to a multi-track year-round school program. 

After that, he was fortunate to serve in the Douglas County School District Central office as the Assistant Superintendent for Curriculum and Instruction for two years, the Assistant Superintendent for Human Resources for two years and, finally, as the District’s Superintendent for five years. 

After retiring in 2006, John became a private contractor working primarily in the areas of school improvement and as a regional trainer for the Western Nevada Regional Training Program working directly with teachers and school site leaders.


Randy Robison

Randy has been lobbying in Nevada since 1997 and is the former Executive Director of the Nevada Association of School Boards. In addition to his other clients, during the 2007 Legislative Session, he represented the Nevada Association of School Superintendents. Randy has a beautiful wife and three little children (two boys and a girl) who are absolutely darling...most of the time. They live in North Las Vegas.
